What is the Fitment Factor?

The fitment factor is the single multiplier that carries a pre-revised basic pay into the new pay matrix whenever a pay commission or pay revision comes into force. It is the number most employees ask about first — because it sets the starting point for the revised basic pay itself.

What the fitment factor is

A pay revision doesn't simply add a flat amount to existing pay. Instead, the pre-revised basic pay (basic + grade pay, or the equivalent under the previous matrix) is multiplied by a notified fitment factor, and the resulting figure is placed at the nearest cell in the new pay matrix at the applicable level. Under HPCS(RP) 2022, this factor is fixed by the government and applies uniformly across levels.

How it's applied under HPCS(RP) 2022

  • Identify your pre-revised basic pay as on the date of revision.
  • Multiply by the notified fitment factor to get the notional revised pay.
  • Round up to the nearest cell in your pay level in the new matrix — that cell is your revised basic pay.

Why it matters for arrears

Every subsequent figure — your revised basic pay, the increments that follow, and the arrears due between the date of effect and the date of implementation — is built on top of this one number. A small error in applying the fitment factor compounds through every month of arrears, which is why it's worth checking against the notified matrix directly rather than estimating.

The fitment factor sets your starting cell — everything else in the revision builds from it.
