1. Who we are
HPFAS Insights is a personal, informational platform conceptualised and operated by a serving officer of the Himachal Pradesh Finance and Accounts Service (HPFAS), in an individual capacity. It is not an official website of, and is not affiliated with, endorsed by, or maintained on behalf of, the Government of Himachal Pradesh (GoHP) or the Government of India (GoI) or any of the related departments.
2. Acceptance of terms
These Terms of Use form a binding agreement between you and HPFAS Insights. By creating an account, browsing the guides, or using any of the tools (like calculators or smart forms or smart charts, or any other tool) on this site, you confirm that you have read, understood and agreed to these terms and to our Disclaimer. We may update these terms from time to time; continued use of the site after an update constitutes acceptance of the revised terms.
3. Eligibility and accounts
You must provide accurate information when creating an account and are responsible for maintaining the confidentiality of your login credentials and for all activity under your account. You must be legally competent to enter into a binding contract to register. We reserve the right to suspend or terminate accounts used in violation of these terms, for fraudulent activity, or for abuse of the referral or token system.
**Device limit.** An account may be signed in on a limited number of devices at a time. The current limit is shown on your Devices screen under Security & Settings, where you can also sign a device out to free a place immediately. A device is identified by a first-party cookie this site sets, not by any hardware identifier — so two browsers on one computer count as two devices, and a private window or a cookie clear starts another. A device you have not used for 60 days stops counting towards the limit on its own; its entry is kept so you can see what the site remembers, and is marked as not counted.
4. Nature of the content
All guides, articles, videos and tool outputs on this site reflect the personal understanding, opinions and initiative of the founder and do not represent the official position of the Government of Himachal Pradesh or any of its departments. Content is provided for general informational purposes only and does not constitute professional, legal or financial advice. It is not a substitute for the applicable rules, notifications and government orders in force, which alone are authoritative.
5. Calculators and tools
Calculators and tools provided on this site are simplified, computer-generated aids based solely on the data you enter. Best efforts have been made to cover common scenarios, but results may differ from your actual entitlement in unforeseen or untested situations, due to rounding, individual service conditions, or subsequent rule amendments. You must independently verify all figures against your office records and the relevant rules and orders before relying on them for any official action. We accept no liability for decisions taken on the basis of tool output.
Optional AI document scanning: some tools let you upload a photograph of a document (for example, a pharmacy cash memo) so that a third-party AI service (OpenAI) can read its contents and fill in fields for you. This is optional and is offered only to save typing — you may always enter the details yourself. If you choose to use it, you are responsible for the image you upload and its contents, including any personal details visible on it; a notice at the point of use lets you black out such details in your browser first if you wish. Each scan consumes tokens (a paid AI call is made each time), the extracted text is always yours to review and correct, and how the uploaded image is handled is described in our Privacy Policy.
Shared Medicine Reimbursement Database: the medicine names you enter into, or scan into, the claim tools are contributed to a shared database that helps other users gauge whether a medicine is likely reimbursable. Only medicine names are contributed — no personal information, no claimant or patient identity, and no link to your records or to you. Searching that database is free. Where it has no entry for a medicine, you may choose to have it looked up, which consumes tokens; the price is shown before you confirm, and you are not charged if no answer can be produced. Any reimbursability indication from that database is suggestive only (see the Disclaimer) and is not an official determination.
6. Tokens, payments and refunds
Certain tools require tokens, obtained through free allowances, paid subscription plans, one-time token packs, or the referral programme, as described on the Pricing page. Soft tokens (from free quotas or subscriptions) expire on the schedule stated for your plan; hard tokens (purchased or earned through referrals) do not expire but remain subject to the fair-use terms stated on the Pricing page.
All payments are processed through third-party payment gateways and are subject to their terms. Fees, once paid, are generally non-refundable except where required by applicable law or expressly stated at the time of purchase. We reserve the right to change pricing, plans, or token allowances prospectively, with reasonable notice on the site.
Social engagement rewards: we may award soft tokens for genuine engagement with our social channels — for example liking, commenting on, or sharing our YouTube videos. These rewards are discretionary and may be changed or withdrawn at any time; the tokens are soft tokens (per-cycle, and they may expire), have no monetary value, and are not exchangeable for cash. You must engage genuinely and comply with the rules of the relevant platform (e.g. YouTube). Farming, over-claiming, fabricated screenshots, or other inauthentic or fraudulent activity may result in a claim being flagged and denied, and in the forfeiture of rewards and suspension of access.
7. Referral programme
Referral rewards are issued at our discretion once a referred user meets the qualifying conditions stated on the Pricing page. We may modify, limit or discontinue the referral programme, or reclaim tokens issued through fraudulent, abusive, or self-referral activity, at any time.
8. Acceptable use
You agree not to: use the site for any unlawful purpose; attempt to gain unauthorised access to any account, system or data; scrape, reverse-engineer, or systematically extract site content or calculator logic; misrepresent your identity or affiliation; or use automated means to abuse free quotas, referrals, or token allocations. We may suspend access for any breach of this section without prior notice.
9. Intellectual property
All text, guides, calculators, design elements, and branding on this site are the property of HPFAS Insights and its founder, unless otherwise credited, and are protected by applicable copyright and intellectual property law. You may use the site's content for personal, non-commercial reference. Reproducing, redistributing or repurposing site content or tool logic for commercial purposes without prior written permission is not permitted.
10. Third-party links
This site may link to external websites, official government portals, or third-party resources for reference. We do not control, endorse, or accept responsibility for the content, accuracy, or availability of those external sites, and your use of them is subject to their own terms.
11. Limitation of liability
To the fullest extent permitted by law, HPFAS Insights and its founder shall not be liable for any direct, indirect, incidental or consequential loss, damage, or inconvenience arising from your use of, or inability to use, the site, its tools, or its content — including any loss arising from reliance on calculator output or guide content. The site and its tools are provided "as is" and "as available", without warranties of any kind, express or implied.
12. Indemnity
You agree to indemnify and hold harmless HPFAS Insights and its founder from any claim, loss, or demand, including reasonable legal fees, arising from your use of the site, your breach of these terms, or your violation of any law or third-party right.
13. Termination
We may suspend or terminate your access to the site or your account, at our discretion and without notice, for conduct that violates these terms or is otherwise harmful to the site, its users, or third parties. You may stop using the site or request account closure at any time by contacting us.
14. Governing law and jurisdiction
These terms are governed by the laws of India. Any dispute arising out of or in connection with these terms or your use of the site shall be subject to the exclusive jurisdiction of the competent courts at Shimla, Himachal Pradesh.

This Privacy Policy explains what personal information HPFAS Insights collects, why, and how it is used, stored and protected when you use this site, its guides, tools and calculators. It should be read together with our Terms of Use and Disclaimer.
1. Scope of this policy
This policy applies to personal information collected through HPFAS Insights — including account registration, guides and articles, calculators and tools, the referral programme, and any communication with us through the Contact page. It does not apply to third-party websites we may link to, which have their own privacy practices.
2. Information we collect
Account information: name, email address, and password (stored in encrypted/hashed form), collected when you register or sign in.
Usage data entered into tools: figures you enter into calculators (such as pay, service length, or pension details) are processed to generate your result. We do not need, and do not intentionally collect, sensitive identifiers such as your PPO number, bank account, or Aadhaar details — please avoid entering such information into free-text fields.
Calculation activity records: see the dedicated section below on how we monitor calculation counts for the token system.
Transaction data: when you purchase a token pack or subscription, our payment gateway partner shares limited transaction details (amount, status, order ID) with us; full card or UPI credentials are handled directly by the gateway and are never stored on our servers.
Technical data: IP address, browser type, device type, and pages visited, collected automatically for security and analytics.
Communications: any information you share via the Contact form, email, or WhatsApp channel.
Social engagement data (optional rewards): if you choose to earn tokens through our social rewards, we access only what is needed to verify the specific action you claim. When you connect your Google/YouTube account (which you may decline), we read your YouTube channel ID and check which of our channel's videos you have liked or commented on — we do not read your other activity, subscriptions to other channels, or private data. For a share reward, we store the screenshot you upload. This data is used solely to verify and award the reward and to detect abuse; it is never sold, and never shared with other users or third parties for their own purposes.
3. Calculation activity and token monitoring
Every time you run a calculator or tool that draws on your token balance, we log a record of that usage — such as the date and time, which tool was used, and the number of tokens deducted — so that tokens can be metered accurately, disputes over balances can be resolved, and the referral and fair-use systems can be administered honestly. This activity log is necessary to operate the token system and is not optional; without it, we cannot verify how many tokens a paid or free allowance has consumed.
This is distinct from the actual figures you type into a calculator (your pay, service length, pension details, etc.) and the result it produces. Storage of that underlying calculation data — the inputs and output of a specific computation, as opposed to the bare fact that a computation occurred — is optional and entirely at your discretion. Unless you choose to save a calculation to your account (for example, to revisit or download it later), we do not retain the specific figures you entered or the detailed result beyond what is needed to render it back to you in that session. Where you do choose to save a calculation, you may view, export or delete it from your account at any time.
4. How we use your information
We use the information above to: create and maintain your account; run calculators and return your results; meter token consumption and administer the referral and fair-use systems; process token purchases, subscriptions and referral rewards; respond to queries submitted through the Contact page; maintain the security and integrity of the site; and understand aggregate usage patterns to improve guides and tools. We do not sell your personal information to third parties.
5. Cookies and similar technologies
We use essential cookies/local storage to keep you signed in, remember your theme and accent preferences, and maintain calculator state between visits. We may use privacy-respecting analytics to understand aggregate traffic patterns. You can clear cookies and local storage through your browser at any time, though this may sign you out or reset saved preferences.
6. Sharing of information
We share information only where necessary: with payment gateway providers to process purchases; with hosting and infrastructure providers who store site data on our behalf, under confidentiality obligations; and where required by law, court order, or a lawful request from a government authority. We do not share your data with third parties for their own marketing purposes.
Referrals: if you sign up through another user's referral link, that user is shown a masked initial of your name (for example, “M•••j”) and the date you joined, solely to confirm to them that their referral succeeded and that any referral reward is genuine. We never disclose your email address, your full name, or any other detail of your account to the person who referred you.
7. Data retention
We retain account information for as long as your account remains active, and calculation activity/token records for as long as reasonably needed to administer the token system and resolve any disputes over usage or balances. Saved calculations (the optional inputs and results you choose to store) are retained until you delete them or close your account. You may request deletion of your account and associated personal data at any time, subject to any records we are legally required to retain (such as transaction records for tax purposes, or token activity logs needed to resolve an open dispute).
8. Data security
We take reasonable technical and organisational measures — including encryption in transit, access controls, and hashed password storage — to protect your information against unauthorised access, alteration, or loss. No method of transmission or storage is completely secure, and we cannot guarantee absolute security.
9. Your rights
Subject to applicable law, including the Digital Personal Data Protection Act, 2023, you may request access to, correction of, or deletion of your personal information, and may withdraw consent for its processing where consent is the basis of processing. This includes the right to request deletion of any calculation you have chosen to save. To exercise these rights, contact us through the Contact page; we will respond within a reasonable time.
10. Children’s privacy
This site is intended for use by working professionals and is not directed at children. We do not knowingly collect personal information from anyone under 18. If you believe a minor has provided us personal information, please contact us so we can remove it.
11. Third-party links
The site may link to external websites, official government portals, or third-party resources. This policy does not extend to those sites, and we encourage you to review their privacy practices independently.
12. AI processing of uploaded documents
Some tools offer to read a document you upload — for example, scanning a pharmacy cash memo in the Medical Reimbursement claim form to fill in the medicine names, amounts, bill number and date for you. This is entirely optional; you can always type the details yourself instead.
If you choose to scan, the image you upload is sent to a third-party AI provider (OpenAI) to read its contents, and is returned to you as editable text. By choosing to scan, you take responsibility for sharing that image — including any personal details visible on it, such as a patient's name, a phone number or an address — with that provider.
We do not store the uploaded image, and we do not record any personal details from it: it is processed in memory and discarded once the text has been returned. If you wish, you can black out any personal details on the image before it is sent; this is optional and is applied in your own browser, so anything you mask never leaves your device. A one-time notice explains this at the point of use, before your first scan.
This applies to two places on this site: the **MR Claim (HPTR 6) medical reimbursement tool**, and the **Medicine Reimbursement Database**, where you may upload a bill to have its medicines identified. Those are the only places that send an uploaded image to an AI service. No calculator uploads anything: they take typed figures and compute on our own server.

Some tools offer optional AI-assisted scanning of an uploaded document (for example, a pharmacy cash memo), where a third-party AI service reads the image and fills in fields for you. This reading is automated and may be inaccurate or incomplete; the extracted text is only a convenience and must always be reviewed and corrected by you before use. Using it is optional — you may enter the details yourself instead.
Where the Medicine Reimbursement Database indicates whether a medicine is likely reimbursable, that indication is SUGGESTIVE ONLY. It is a community aid, not an official determination of admissibility, and it does not bind any sanctioning authority. Admissibility is governed solely by the applicable medical-reimbursement rules, notifications and orders in force, and by the decision of the competent authority. Always verify against those sources before relying on any such indication.
You should understand how those indications are produced. **There is no official list of approved or admissible medicines** that this database checks against. Each entry is built from two things: a small set of general rules (for example, that items for external use and nutritional supplements are ordinarily not reimbursable), and an automated AI assessment of the medicine itself. Neither can see the matters that actually decide a claim — the referral, the recognition of the hospital, the approval of the treatment, and the rest of the conditions in the medical attendance rules. An entry may therefore be incomplete, out of date or simply wrong.
In particular, an indication that a medicine is *likely reimbursable* is **not** a statement that your claim for it will be admitted, and entries are periodically reviewed and corrected, so the same medicine may show a different indication later.
Accuracy and currency of information
Rules, rates and orders referenced in guides are believed accurate as of the date of publication, but government policy changes over time. We make reasonable efforts to keep content updated but do not guarantee that every article reflects the latest amendment.
